Cyber attacks, we’ve been saying for some time now, are the ultimate borderless crimes: they can come from anywhere, anytime, impacting millions of people and systems across the planet in the blink of an eye.

That’s why we in the global law enforcement community have been steadily building operational partnerships at every turn—through a growing number of joint investigations and both formal and informal collaborations and task forces.

One of the latest initiatives along these lines is one of the most promising—five countries from three continents banding together to fight cyber crime in a synergistic way by sharing intelligence, swapping tools and best practices, and strengthening and even synchronizing their respective laws.

It all began in September 2006, when high-level cyber cops from Australia, Canada, New Zealand, the United Kingdom, and the United States met at FBI Headquarters and formed the Strategic Alliance Cyber Crime Working Group.

The group is one outgrowth of the larger Strategic Alliance Group—a formal partnership between these nations dedicated to tackling larger global crime issues, particularly organized crime.

The latest meeting of the Strategic Alliance Cyber Crime Working Group was held earlier this month in London. Each country presented plans on key issues laid out by the group, including ways to share forensic tools, possibilities for joint training, and strategies for a public awareness campaign to help reduce cyber crime.

“It’s a terrific group of people who really have their eye on the ball when it comes to cyber crime,” says Special Agent Donna Peterson, Acting Assistant Section Chief in our Cyber Division, who chaired the March meeting on behalf of the FBI. “We’ve learned a lot from each other, and it’s already paying dividends for all of us.”

Among the group’s other activities and accomplishments:

  • Collectively developed a comprehensive overview of the transnational cyber threat—including current and emerging trends, vulnerabilities, and strategic initiatives for the working group to pursue (note: the report is available only to law enforcement);
  • Set up a special area on Law Enforcement Online, the FBI’s secure Internet portal, to share information and intelligence;
  • Launched a series of information bulletins on emerging threats and trends (for example, we drafted a bulletin recently describing how peer-to-peer, or P2P, file sharing programs can inadvertently leak vast amounts of sensitive national security, financial, medical, and other information);
  • Began exploring an exchange of cyber experts to serve on joint international task forces and to learn each other’s investigative techniques firsthand; and
  • Shared training curriculums and provided targeted training to international cyber professionals.

Next up: a three-day conference in the U.S. in May, hosted by the FBI, that will bring together legal and legislative experts from the five countries to talk about common challenges, differing approaches, and potential ways to streamline investigations and harmonize laws on everything from data retention standards to privacy requirements.

There’s plenty more to come. In the months ahead, we’ll keep you posted on the continuing efforts of the working group.

As of February of 2008, Maribel Vasquez was believed to be 4 to 5 months pregnant. She was last known to be living with her boyfriend, who is believed to be a gang member. She has connections to Los Angeles and Ceres, California.



CAUTION
Maribel Rodriguez Vasquez is wanted for her alleged involvement in a sex trafficking organization operating in Los Angeles, California. The organization smuggled a number of young women, many of them minors, from Guatemala into the United States. The women were allegedly held without their consent and forced to engage in prostitution. The organization allegedly used "witch doctors" to warn the victims that curses would be placed on them and their families if they attempt to escape.
On December 18, 2006, an arrest warrant was issued for Vasquez by the United States District Court, Central District of California, after she was charged with knowingly and intentionally concealing, harboring, and shielding illegal aliens in the United States for financial gain; importation into and harboring of aliens in the United States for purposes of prostitution; and aiding and abetting.

The FBI is offering a $10,000 reward for information leading directly to the arrest of Maribel Rodriguez Vasquez.

MI HOMENAJE AL SOLDADO CARLOS EDILSON HERNÁNDEZ LEÓN

Mientras algunos solo intentan arengar en busca de conflictos bélicos a otras naciones "irracionalmente y como terceros metidos a más", en tanto unos cuantos grupos insurgentes movilizan pequeños grupitos antagónicos defendiendo a la subversión, al terrorismo y al narco terrorismo, que en definitiva es un enemigo común de todas las naciones civilizadas, desde mi concepción independiente y desde mi alto honor ciudadano conciente que el terrorismo es el enemigo común de todas las naciones del mundo, RINDO MI MAS SINCERO HOMENAJE AL HEROICO HERMANO COLOMBIANO CARLOS EDILSON HERNÁNDEZ LEÓN, SOLDADO PROFESIONAL DEL EJERCITO DE LA REPUBICA DE COLOMBIA.
CARLOS EDILSON HERNÁNDEZ LEÓN, tenia 33 años de edad, hacia 15 años que revestia como soldado profesional las filas de la Vigésima Séptima Brigada del Ejercito de Colombia y quién, como miles de ciudadanos adultos, jovenes y niños inclusive; funcionarios públicos, policias y muchisimos otros militares, Carlos dejó su vida a manos de NARCOTERRORISTAS de las FARC en el enfrentamiento armado del día 01 de Marzo de 2008.
Carlos tenia padres y hermanos y también una novia con quien abrigaba sueños de felicidad y de matrimónio hoy truncado por el fuego del enemigo comun de cualquier civilización que quiera vivir verdaderamente en democrácia y dentro de la cultura de la paz que esas facciones terroristas no conocen o prefieren no conocer porque viven del SECUESTRO, de la VIOLÉNCIA, DE LA MUERTE DE CONCIUDADANOS Y DE EXTRANJEROS y no solo en su País, suelen salir a otros países a secuestrar y matar personas como el caso de la joven Paraguaya hija de un ex presidente.
Lo cierto es que, CARLOS EDILSON HERNÁNDEZ LEÓN ingresó al Ejército Nacional a los 18 años, el día 2 de abril del año 1993. Luego de 9 años en el Batallón de Contraguerrillas N° 7, pasó a formar parte del Batallón de Fuerzas Especiales N°3 donde finalmente terminó su vida, sirviendo heróicamente a su País, a su Ejército y a su pueblo; un pueblo de gentes románticas por naturaleza que detestan la violencia como medio de vida y que con su alegría irradian deseos de vida, de amor y de esperanza como el verde de su hermoso territorio en donde las orquideas se encuentran manchadas de sangre por el narcoterrorismo llamado FARC.
A este heróico soldado del Ejercito Nacional de Colombia a quien considero un hermano Latinoamericano, le rindo mi más sincero HOMENAJE desde mi País, dado su valor y su lealtad a un modo de vida honesto y de sacrificio permanente en detrimento de la libertad y el orden de su País, con aspiraciones a vivir en paz junto a sus conciudadanos sin el padecimiento de grupos de gerrilleros y narcotraficantes que quieran torcerle el brazo a cuanto gobierno constitucional asume en la hermana república de Colombia.

DIOS, Arquitecto celestial construya en su edén del tercer cielo un hermoso espacio para que CARLOS EDILSON HERNÁNDEZ LEÓN descanse en paz y aquí en la tierra, construya un enorme muro que contenga a sus familiares, compañeros de armas y seres queridos que siempre lo preservaran en su corazón.
